FNSE · Engineer · Statesman
Two-term Senator for Rivers South-East, pioneer of Nigeria's Local Content legislation, and committed servant of the Niger Delta people.
Biography
Born on 16 February 1966 in Khana Local Government Area, Rivers State, Lee Ledogo Maeba is a proud son of the Ogoni nation. A Fellow of the Nigerian Society of Engineers, his roots are firmly planted in petro-chemical engineering — a background that would come to define his most consequential legislative work.
Before entering the Senate, he served as Justice of the Peace and State Party Vice Chairman, building the grassroots trust that propelled him to the National Assembly in 2003 at just 37 years old — representing the Rivers South-East Senatorial District on the PDP platform.
He was re-elected in April 2007 and went on to chair the Senate Committee on Petroleum Resources (Upstream) for seven years, shaping Nigeria's energy policy from the highest legislative table.
"He took the Niger Delta issues to the centre stage of legislative discourse — a detribalized leader and dependable mantle-bearer for all of Rivers State."

Enduring Impact
The Nigerian Oil and Gas Industry Content Development Act 2010 — his defining legislative achievement — continues to protect and grow Nigerian participation in the energy sector, channelling billions in contracts to Nigerian companies and workers each year.
Widely described by international media as the "most influential energy lawmaker in Nigeria," Senator Maeba steered Nigeria's upstream policy during a critical period of sector reform, bringing deep engineering expertise to legislative debate.
As a member of the Pan-African Parliament and the Parliamentary Network on the World Bank (Paris), Senator Maeba carried Nigeria's energy and development interests onto the continental and global stage — connecting local issues to international policy frameworks.
From fighting for the conversion of Rivers State Polytechnic Bori to a federal institution, to championing the rights of Ogoni people and Niger Delta communities in legislative chambers, Senator Maeba has been a consistent voice for the marginalised.
His autobiography Against All Odds and his technical book on the Nigerian Content Act have both made him a thought leader beyond politics — leaving an intellectual legacy that complements his legislative one.
As founder of P.E. BEMA Limited, New Tigerhead Limited, and President of Multi Oil and Gas Company Limited, Senator Maeba has walked the talk — building Nigerian-owned enterprises that embody the local content values he legislated for.
